Miami Valley Fair Housing Center Testing Program
Independent Contractor (Tester) Specifics

Thank you for your interest in the Miami Valley Fair Housing Center's Testing Program. This page provides a brief overview of the independent contractor (tester) positions currently available. Please read this page carefully. You must complete training prior to being permitted to test as part of our program. If you have any questions, please feel free to call the Center for additional information.

Training Session Participation in a training session is required before you can begin testing in our Testing Program. Trainings are scheduled on a periodic basis. After submitting your application, our testing coordinator will contact you to let you know about upcoming training sessions.

Training Compensation

$75 for the 5-hour training and completion of a practice rental test assigned by our test coordinator. Amount to be paid after completion of the practice rental test. Lunch will be provided on the day of training.
Application You can complete an application online or download one and return it via regular mail, dropping it off at our office, or faxing it to 937-223-6279. The testing coordinator will review your application and contact you back regarding the position.

Position Requirements You must be 18 years of age or older.

You must have a valid driver's license and auto operator's insurance. YOU ARE NOT COVERED BY THE FAIR HOUSING CENTER'S INSURANCE WHEN TESTING.

You must be willing to sign a confidentiality statement promising to protect the confidentiality of the training, procedure, and operations of the testing program, and the Miami Valley Fair Housing Center.

Tester Compensation Minimum of $35 per completed test, paid bi-weekly. Appropriate mileage incurred during the test is reimbursed. Some tests pay at a higher rate, depending on the complexity of the individual test(s).

Testers are paid as independent contractors and as such, the Center will not withhold federal, state, or local taxes. Each individual earning in excess of $600 per calendar year will receive an IRS 1099 Form at the end of each calendar year. Any and all taxes due shall be the sole responsibility of the individual contractor.

You will become part of a group of individuals who serve the Miami Valley Fair Housing Center as housing discrimination testers. Your personal characteristics including, age, race, sex, religion, disability, national origin, will be catalogued into a database for use in matching you to complainants who believe they have been discriminated against in housing.

Periodically, the Fair Housing Center will contact you and provide you with a fictional biography that you will use as background information and/or identification when presenting yourself as a home-seeker or apartment-seeker. The Fair Housing Center will then assign you to contact a particular site or housing provider. You will be responsible for contacting the subject site or housing provider according to instructions, but no longer than 24 hours of assignment. In most cases, the actual test will need to be completed within 48 hours of assignment. Some cases may require a more immediate response. (Note: When you are contacted regarding an assignment, you are able to accept or decline the assignment based on your availability. As a tester, you are not obligated to accept a certain number of assignments to remain "active.")

After your visit, you will be required to complete a testing report form that the Fair Housing Center will provide you. The report form will need to be returned to the Center within 24 hours of completion of the test.

TIMING IS CRITICAL FOR THESE POSITIONS. IF YOU ARE NOT A GOOD MANAGER OF TIME, AND DO NOT ADHERE TO TIME GUIDELINES, THIS PROGRAM IS NOT FOR YOU.

As a tester for the Miami Valley Fair Housing Center you may be required to testify as a witness in a conciliation hearing or in federal court to present evidence of your experience testing a particular site or housing provider. You will also be required to waive your right to proceed as a complainant in any matter in which you work on behalf of the Center as a tester.
